Maybe they weren't available right after the forum was upgraded, but now they're definitely up, both in "VH2 Richmond Y04 M01 D22.zip" which is attached to the first posting in this thread.

You can probably take the cup setup, increase the diff ratio a little and maybe you can also loosen it...but I don't know for sure, I only drive cup cars.

UPDATE
I loosened both setups, added one psi all around in qual and changed the lower gears for 1st gear restarts.

Hey zowie, if you change the suffix to "gns.sim" on the CUP setups, they work just fine for Busch. Some minor tweaks to your liking, usually front/rear weght (more forward)
VH this ones for you, when you "UPDATE" a set up, are the changes added to the download? Or do we have to make the changes ourselves.
Thanks for your time
The Rat

Yes, when I update a setup, I replace the attachment(s) in the first posting of the respective thread.

I'd like to know technique here. Does anyone actually brake and turn entering turn 1? Every time I brake going into 1, the back end always snaps around on me unless the wheel is perfectly straight, and even then, there's only a 50% chance I won't have to fight it too much.
Not just this setup, pretty much every other setup I've tried over the year results in the same thing for me.

Dave, you need to use the gas and brake at the same time.
With split axis pedals, if you cannot then bump up the brake bias to something you can handle.
