I have noticed on some setups that I have downloaded that some are actually making it where the front end is toed in. Running negative toe out.

What are the benefits of running negative toe out?

These settings seems very unrealistic. I havent ever heard of anybody toeing in the front end in real racing conditions. I have heard of guys running more toe on slick dirt tracks because it puts a load on the car to push against which could help rear tire spin. If you dont have to worry about rear tire spin then I can understand running less toe to get as much speed down the straight as you can, but it seems that it would make the car much less comfortable getting in the corner.

In NR2003 (I assume that you're referring to that?) negative toe out makes the car turn in very well, which turns into understeer in the second half of the corner. Positive toe out does the opposite, the car won't turn in very well but rotates better through the center and off the corner.
The latter is favourable in race trim at most tracks with a high right front tire wear, as it significantly helps to save it by preventing understeer on exit, which is where this tire would suffer the most. At more technical, flatter tracks (where RF tire wear is less of an issue as well), positive toe out is awful on entry however, it becomes very difficult to turn the car in precisely with it, so a lower setting is favourable there. This means mostly neutral toe, which I also use in qual trim at all of the large tracks where I'd run positive toe out in race trim, in most cases negative toe out would be just too tight off the corner. There are a few "special" tracks where negative toe out works though, most notably Martinsville with its double apex corners, negative toe out makes the car turn nicely between the two apexes while giving the car a very stable handling on the run off the corner. A further example would be Indy where it works at least in qualifying, not sure why but I think it's just the better feel entering turns 1 and 3.

Straight line speed is not affected by your toe out setting in NR2003, btw.

Yea I was talkin bout NR2k3. Thanks for the info. I just dont think that is very realistic to run negative toe.
