This is not a mod, just a rip of heaps of other people's work. The difference in physics that you are seeing is due different track.ini's for those tracks.
In the zip with the "mod" files you will see a readmeFIRST file which tells you where he copied all the files/mods/tracks from. For example Atlanta came from saferbarrierproject.com.
Hence, what you need to do is look for NR2003 setups for the Atlanta_SBP and you will find that the setup will work in NR2007. As you won't find setups for most of the tracks, I suggest you try the following strategy:
1. Compare the asphalt and concrete grip values between those in the tracks that come with NR2007 with the original tracks from NR2003.
2. Download setups from your favourite setup maker to use as a base
3. For cup tracks: If the Revamped or SBP track that comes with NR2007 has more grip than the original NR2003 then experiment with more rear weight, and if less grip more front weight.
4. For non-cup tracks just use the setup as is, but use common sense (ie for ORP which is an update of IRP_PWF compare the track.inis if you can only find a setup for IRP, Mansfield_PWF setups will not work for Mansfield_2006 due to there being way more grip in the 2006 track).
The difference in the exe file seems to be purely cosmetic - different background colour etc (copied from the NR2005 rip which was itself probably copied from the GTP mod) rather than any difference in the physics.
